Breeding Services

There are 5043 A.I. Centres in the State which cater quality Breeding Services to the farmers. Breeding of Non-descript low productive Desi Cows is undertaken through high producing exotic breeds like Holstein Friesian and Jersey Bulls. An elaborate breeding policy is in vogue since year 2002 in the State with the main emphasis on breeding with H.F. Bulls. However, in under developed areas and on small Cow breeds breeding is preferred with Jersey Bulls. Exotic inheritance shall be limited up to the 50% of cross bred level. Simultaneously the emphasis is also given to the breeding of draft purpose breeds and also for the conservation and propagation of indigenous breeds. Breeding in buffaloes is undertaken by the improved native breeds like Murrah and Bhadawari.

For catering quality breeding services at the farmers door steps self employed paravets are working in the State. Artificial Insemination is conducted through A.I. Centres, LEO Centres, paravets and NGOs along with infertility management through infertility camps. State has two deep frozen semen stations situated at Chakganjaria, Lucknow and Babugarh, Ghaziabad which produce quality semen straws and maintain quality bulls. For ensuring natural breeding, quality bulls are distributed in the field. Improved breeding services are ensured by Uttar Pradesh Livestock Development Board (UPLDB) established under NPCBB, Govt. of India.

For the first time post independence department has launched Kamdhenu Dairy Schemes. Under the scheme 75 units of 100 cows/buffaloes with the interest subvention was proposed. Farmers have shown a lot of enthusiasm for the scheme leading to the increase in target from 75 units to 425 units. Mini Kamdhenu Scheme of 50 cows/buffalo is also started for small farmers with the target of 2500 units. Interest subvention of Rs. 33 lakh and Rs. 14.14 lakh is being proposed to the farmers for kamdhenu and Mini Kamdhenu Schemes.

Disease Control:

Treatment, Vaccination and other disease control activities are undertaken by Veterinary Hospitals and centres at the village level in districts. The institutional and manpower infrastructures are distributed at district level, regional level and state level. There are 2200 veterinary hospital, 2575 stockman centers and 268 "D" class Dispensaries, which cater quality Disease Control services to the farmers. Vaccination against deadly livestock diseases viz H.S., B.Q., Foot and mouth disease, PPR, RD,FP etc. is undertaken by the department. Under GOI assisted FMD-CP programme approx. 1.30 crore animals of 20 districts of western Uttar Pradesh are vaccinated within a specified period of time and remaining districts were being covered under ASCAD. Now GOI have extended the programme in all 75 districts. Earlier under ASCAD, vaccination campaign has taken up in remaining districts of U.P. PPR eradication programme is proposed in all districts of the state under assistance from GOI (75:25). Brucella Control Programme has also been taken in the state. New Programmes of Rabies Control and Endoparasite Control in cattle have also been undertaken.

Feed & Fodder development:

State has a shortage of green fodder, dry fodder and compounded feed to the extent of 38.28%, 0.66% and 46.98% respectively. The livestock mainly depend on green & dry fodder. The area under fodder cultivation is limited to about 8.78 lacs hect. and it is not easy to increase the area under fodder since an indirect competition exist between fodder production and cereal production for human consumption. The agricultural crop residues mostly are being utilized for animal feeding.

Presently the fodder development programme in the state is limited up to the supply of quality fodder seeds mini-kits, improvement of cellulosic waste as fodder and development of sylvi-pasture in the state.Fodder seed mini kits are provided by Govt. of India seasonally and distributed to the farmers. Apart from above, Govt. Livestock Farms also produce fodder seeds for distribution to the farmers. Programmes for establishment of fodder banks and fodder block making units have been taken in Bundelkhand Region for ensuring fodder availability in the region during scarcity.

Poultry Production:

In poultry sector, large & medium sizes of layer and broiler farm are owned mostly in private sector in the State. Near about 16076 lakh eggs are produced annually in the state. Total numbers of poultry in state of UP is 178.79 lakh.In spite of large potential, state procures 1 crore eggs daily and 1 crore broiler chicks annually from the other States. In the State, poultry sector is unorganized. No facility/plant is available for processing the poultry produce in the state. Although state have so many big and small broiler hatcheries and layer hatcheries but all are unorganized. State produce are not able to fulfill the demand of egg & chicken meat in the state. So the eggs are imported from other states, like Andhra Pradesh, Hariyana & Punjab. Govt. is running 5 poultry hatchery cum production farm, out of which 2 are having both broiler & layer hatcheries but with a little capacity.

Establishment of backyard poultry units through Govt. of India support and under RKVY is being taken on large scale. 30700 backyard poultry units of 50 chicks each were established in 2013-14 and 30000 units are targeted in 2014-15. Apart from backyard poultry, programmes are being taken for development of entrepreneurship in this sector through the schemes of assistance to the poultry farmers.

The State Govt. for the first time has planned to provide investor friendly environment in Poultry sector through input assistance and policy interventions for developing private sector for producing 370 crore table eggs and ten crore day old broiler chicks per year in the State.

  1. Scheme One - Commercial Layer Farming
    • Establishment of 410 units of 30000 layer birds in 5 years.
    • The project cost of one unit Rs. 180.00 lac (excluding the cost of land)
    • The bank loan (70%) is Rs. 126.00 lac.
    • Margin money (30%) i.e. Rs. 54.00 lac.
    • The State Govt. will provide 10 percent interest subvention to the bank on loan amount for five years (maximum Rs. 40.00 lac) and the balance amount of interest shall be born by the entrepreneur himself.
  2. Scheme Two - Broiler Parent Farm
    • Establishment of 60 units of 10000 parent broiler birds in 5 years.
    • The project cost of one unit Rs. 206.50 lac (excluding the cost of land)
    • The bank loan (70%) is Rs. 145.00 lac.
    • Margin money (30%) i.e. Rs. 61.50 lac.
    • The State Govt. will provide 10 percent interest subvention to the bank on loan amount for five years (maximum Rs. 45.00 lac) and the balance amount of interest shall be born by the entrepreneur himself.

Goat Production:

Goats are reared mostly for meat purpose. There are 148.29 lakh goats in the State. Goats are also reared for milk. Goat milk contributes nearly 6.34% of total milk production and is confined to specific region of the state. This milk is often for home consumption and do not enter the trade in large quantity. Considerable bias against sheep & goat exist as they are perceived as detrimental to eco-system. But studies on impact of sheep and goat on ecology indicate that sheep & goat do not pose any serious treat to eco-system. Sheep and goat rearing is having a great social and economic relevance in poverty alleviation of socio-economically weaker sections of the society. Department assures quality breeding services to goat farmers by ensuring Berberi breed of bucks at the veterinary hospitals. Natural breeding is under taken for propagating this stall fed breed.

Establishment of goat units have been taken up in Bundelkhand region by providing 10+1 goats to poor farmers. Under National Protein Security Mission under RKVY, programmes of Cluster Formation of 2000 goats in 10 km area with input assistance and establishment of large units (100 goats) as entrepreneurship development have been taken up in 10 districts of the State and during 2012-13 it is proposed to expand the scheme in whole of the State. Under National Mission for Protein Supplementation (NMPS) of Government of India programme121 units of 95 goats and 5 bucks each were established in 2013-14. 19 clusters of 2000 goats each were constituted with the compulsory inputs of feed and medicines. In 2014-15, establishment of 158 units of 95+5 goats each, is proposed to be taken under RKVY with 25% assistance. Apart, 2688 goat units of 10 goat+1 buck are targeted to be established under Bundelkhand Package in Bundelkhand area.

Sheep & wool production:

Sheep in the state are traditionally reared for meat & wool. Recently emphasis has been given to promote wool production. The wool produced in the state is mostly of carpet type coarse wool and is not suitable for apparels. Efforts were made to improve wool quality through cross breeding but the results are not encouraging since climatic condition of the state is not quite congenial. So the emphasis shall be given on high meat producing and good quantity and quality carpet wool production, sheep breed development in the state. Nali breed of sheep shall be propagated with extensive health coverage & better management. It is well known fact that wool production alone cannot make sheep rearing profitable. So emphasis has to be made to promote dual purpose breed of sheep which have better feed conversion quality & good quality & quantity of wool & meat production. There are 180 sheep rearing centres in the state which provides quality sheep & wool extension services and disease control activities.

Pig Production:

Pigs are mostly reared by the socially and economically backward section of the society on traditional subsistence pattern. In pig production market is a big problem. It needs market back up. Thus establishment of pork processing unit in corporate / private sector should be given due attention. That can be described only a cosmetic approach. For piggery development, department ensures quality breeding services through exotic boars at the veterinary hospitals and also distribute pig lets to the farmers along with training support.



Sectoral development programme were taken under RKVY for establishment of 706 goat units, 710 pig units and 710 broiler keeping units with the assistance for quality input supply. Apart from this, programmes for increased A.I. coverage were taken up under which refresher's training were provided to 700 paravets.

Under RKVY, 41000 farmers were trained in improved animal husbandry practices. Other programmes like Foundation Fodder Seed Production at Govt. Farms, Strengthening of Biological Products Institute, Pig & Goat Farms and strengthening of Feed Analytical Laboratory were also taken up under the scheme.

In 2014-15 proposals of fodder conservation, training, strengthening of leather training center, fodder seed production, establishment of districts disease diagnostic laboratories, establishment of mobile veterinary and A.I. units and programmes for modernization of biological product institute has already been proposed under RKVY.


Under the package, programmes for increasing A.I. coverage through NGOs, establishment of fodder bank and fodder block making units, establishment of goat units and awareness campaign for removal of "Anna Pratha" as community driven cluster village approach were taken up for improvement of animal husbandry in Bundelkhand Region. Through ongoing schemes like ASCAD and NPCBB, extensive vaccination campaign and strengthening of breeding infrastructure and supply of quality Murrah Bulls were ensured.

Modernization and strengthening of veterinary hospitals of the region, creation of mobile veterinary facilities and extensive deworming and mineral supplement to goat programme were undertaken under RKVY in Bundelkhand region as the part of the package.

In 2013-14, 120 NGO assisted A.I. Centres managed by BAIF is functional in Bundelkhand region. 59327 A.I. were done and 14996 calf born. 47 mobile veterinary and A.I. units were made functional. 777 good quality Murrah bulls were distributed in the area.

Live Stock Marketing Development –

There are several functions regarding the rate of livestock and livestock by products viz. to collect, compile and publish the average monthly , quarterly and annual reports regarding the rates of selected cities of milk and milk by products, meat and its by product, cattle seeds, cattle feed, green fodder etc. live livestock of various categories too. To maintain the byelaws of cooperative societies and to help the desirable persons to form cooperative societies for pig, sheep, poultry and cattle and their by-products.


Under the U.P. Goshala Act 1964 Goshalas are registered. Goshalas are being established by the public trusts for maintaining old, infirm, unproductive cows and its progeny. Under National Bull Production Programme these Goshalas has been used to produce good quality indigenous bulls and preservation & conservation of indigenous breeds. The central government as well as state government is also assisting these Goshals for cattle development.

Goseva Ayog

Goseva Avog has been established in U.P. for the conservation of Cow breed as well as to promote Goshala etc. total ban on cow or its progeny slaughter and illegal transportation of cattle.

The training programme is now proposed to be classified in two parts :

  1. Training for the departmental staff.
  2. Training for the poultry farmers.

There is one month certificate course of poultry training for Livestock Extension Officer and private poultry breeders at Chakganjaria, Lucknow.
